Provincial Dinghy and Multihull Sailing Championships - 2003

NOTICE OF RACE

Classes: All Western Cape Dinghy & Multihull Classes.
Organising Authority: South African Sailing (Western Cape)
Venue: Hoedjiesbaai Beach- Saldanha Bay.
Dates: 18th April to 21st April 2003.

1 NOTICE
Notice is hereby given that the Western Cape Provincial Championships for all Western Cape Dinghy and Multihull Classes will be sailed at Hoedjiesbaai Beach - Saldanha Bay from 18th April to 21st April 2003. The event will be jointly hosted by the Vogelvlei, Imperial and Milnerton Aquatic Yacht Clubs

2 RULES:
2.1 All races will be sailed under the International Sailing Federation Racing Rules of Sailing 2001-2004 (RRS), the relevant Class Rules, and the Sailing Instructions.
2.2 Every owner and skipper of a boat entered in the regatta shall be a member in good standing of a yacht club affiliated to South African Sailing and a member in good standing of the relevant Class Association.
2.3 Every crew member other than the skipper shall be a member in good standing of a yacht club affiliated to South African Sailing. Alternatively, a crew member other than the skipper may pay a non-refundable temporary South African Sailing membership fee for the duration of the regatta of R50.00, to the Championship Secretary for submission to South African Sailing.
2.4 Each boat entered shall have a valid class Registration or Measurement Certificate issued by South African Sailing.
2.5 Any class of boat of which there are a minimum of ten entries by 12.00 on 18th April 2003 will be considered a class for this regatta.

3 ADVERTISING:
3.1 The event has been classified as a Category C event in terms of RRS Appendix 1 Regulation 20, which shall only apply when racing
3.2 Advertising of a company or a product, which at the sole discretion of the Organising Committee, is in direct or indirect competition with a sponsoring company or any sponsor's product marketed by them, shall not be permitted.

4 PROGRAMME:
4.1 Registration will take place from 12.00 to 20.00 on Thursday 17th April 2003 and from 08.00 to 12.00 on Friday 18th April 2003.
4.2 Measurement of boats may be undertaken during the time allocated for registration at the discretion of the Race Committee.
4.3 The first race will not commence before 14.30 on Friday 18th April 2003. The final race will not be started after 13.00 on Monday 21st April 2003
4.4 A maximum of ten races will be sailed. A minimum of four races is required for the regatta.
4.5 If more than four races are sailed, one discard will be applied. If more than eight races are sailed, two discards will be applied.

5 ENTRIES:
5.1 Entries, submitted on the official entry form and accompanied by the relevant entry fee must reach the SA Sailing Office not later than 17.00 on Wednesday 9th April 2003. Please note the discounted entry fees for early submissions. Late entries will be received at the regatta until 12.00 on Friday 18th April 2003

Note: On production of a valid student card, a discount of R30 will be allowed for students sailing in senior classes.

6 SAILING INSTRUCTIONS:
Sailing Instructions will be available from the Championships Secretary's Office from 16.00 on Thursday 17th April 2003.

7 SCORING:
The Low Point Scoring System as set out in RRS A4. will apply.

8 PRIZES:
8.1 South African Sailing (Western Cape) medals will be awarded in accordance with Bye-Law No.1, as follows -
10 or more boats starting in any race - Gold, Silver and Bronze
8 or more starting in any race - Silver and Bronze
5 or more boats starting in any race - Bronze
8.2 Other prizes may be awarded at the discretion of the Organising Committee.

9 LIABILITY:
The attention of the competitors is drawn to the fact that participation in the contest is entirely at their own risk and no responsibility for damage or injury from this will rest with the Organising Authority, the Class Association or any person running the event. The onus of whether to start or continue a race lies entirely with the competitor.
