NOTICE OF RACE

1. IMPORTANT DATES AND TIMES

2. ORGANISING AUTHORITY
The Organising Authority will be the Royal Cape Yacht Club under the auspices of South African Sailing.

3. RULES
Save where these are altered by this Notice of Regatta and the Sailing Instructions, races will be governed by the International Sailing Federation Racing Rules of Sailing 2001 - 2004 (RRS), The South African Sailing Special Regulations for Sea-Going Sailing Yachts (November 2001); the Class Rules of participating classes; The IR 2002 Rules Parts 1,2 &3 (IRC),. In the event of contradictions, the interpretations of the Protest Committee shall be final and binding upon all participants.

4. ADVERTISING
4.1 The regatta will be classified as a Category "C" event in terms off RRS Appendix 1, which shall only apply while racing.
4.2 House Flags, Banners and Sail Covers which show advertising shall not be worn when racing.
5. FLEETS AND CLASSES
5.1 The fleet will be divided into Class 1 IRC (TCC 1.010 and above) and Class 2 IRC (TCC 1.009 and below).
5.2 One design classes will races concurrently with Class 2, unless the Principal race officer decides otherwise.
5.3 A minimum of five boats racing constitutes a Class of like boats.
5.4 The Race Committee reserves the right to:
5.4.1 subdivide or re-arrange the Classes dependent on entries;
5.4.2 to make the final decision as to which Class a boat sails in;
5.4.3 to re-arrange start groups, starting orders, times and courses.

6. ENTRIES
Entries on the official entry form, accompanied by crew lists and copies of valid, signed IRC certificates, together with an entry fee of R500.00 must reach the Regatta Secretary at Royal Cape Yacht Club by 17h00 on Friday 6th December 2002. The entry form is attached to this Notice of Race and can also be obtained from the Regatta Secretary or on the Royal Cape Yacht Club web site address www.rcyc.co.za.

Late entries will be accepted on written application and only in exceptional circumstances at the sole discretion of the Organising Committee. In the event of a late entry being accepted the entry fee shall be R 1000,00.

Entries may be faxed, posted to PO Box 772, Cape Town, 8000, or sent via the Internet (Web address www.rcyc.co.za).

By entering, all owners and boats agree to the entry terms whether the entry form is signed or not.

The entry fee may be paid directly into First National Bank account no. 500500 45316, branch no. 201 309, St Georges Mall, Cape Town (please fax proof of a deposit to Royal Cape Yacht Club. Fax: 021 421 6028 ), or paid by cheque or cash to Royal Cape Yacht Club.

7. REGISTRATION
Registration will take place in the Regatta Centre, Royal Cape Yacht Club on Saturday 14 December 2002 from 15h00 till 18h00. The skipper or a crew member of each participating yacht must register.

8. SKIPPERS BRIEFING
A Skippers Briefing will take place at 18h00 on Saturday 14 December 2002. The skipper of each participating yacht, or a representative of the skipper must attend the briefing.

9. SAIL NUMBERS
Boats must carry a sail number on their Mainsail as per RRS Appendix G1.2 (b).

10. SAFETY
10.1 Save as provided for in paragraph 10.2 hereunder, all boats participating:
10.1.1 in the day race shall comply with The South African Special Regulations for Sea-Going Sailing Yachts (November 2001) Category 2;
10.1.2 in round the buoys races and bay races shall comply with The South African Special Regulations for Sea-Going Sailing Yachts (November 2001) Category 3.
10.2 The South African Special Regulations for Sea-Going Sailing Yachts (November 2001) need not be complied with in the following respects:
10.2.1 Black Balls need not be carried;
10.2.2 Storm Tri-sails need not be carried;
10.2.3 Roller Reefing Mainsails do not have to be slab reefed as well;
10.2.4 For the day race the skipper of each participating boat is required to have a S A Sailing Coastal Skipper or equivalent qualification (a RCYC unendorsed Skippers Ticket shall be regarded as an equivalent qualification);
10.2.5 J22's need comply only with the terms of the written exemption issued in terms of The Royal Cape Yacht Club Safety at Sea General Rule 1 posted on the Club Notice Board, except that black balls are not required.
10.3 VHF radios shall have operating channels 06, 71 and 16 throughout the series.
10.4 Class, traditional, classic or any other boat that does not meet the requirements of Category 3 or 2 in any respects must, not later than Wednesday 11 December 2002 at 17h00, request exemption from the Race Committee in writing for those items of the Special Regulations with which the boat will not comply. The decision of the Race Committee shall be final and binding.
10.5 It shall be the responsibility of the skipper and an appointed member of his crew to inspect his boat for compliance with the Safety Regulations of this Regatta, the rules and regulations of the IRC Rules. The Safety Declaration Form must be signed and handed to the Regatta Secretary by not later than Friday 6th December 2002.
10.6 The Race Committee reserves the right in terms of RRS 76.1 to reject any entry.
10.7 Charts SAN 1013 and SAN 1014 must be on board during the Regatta. 10.8 Inspections may be carried out between 08h00 on 13th December 2002 and 18h00 on the 18th December 2002. The skipper and a crewmember must make themselves available and be present during the inspection of the boat.

11. SLIPPING
Boats shall not be taken out of the water from 18h00 Saturday 14th December 2002 to the completion of the regatta without the written permission of the Race Committee.

GENERAL DESCRIPTION OF RACING FORMAT
Courses will be set by the race officer shortly before the start time of each race. For "round the buoys" racing the race officer may use laid marks, fixed marks or a combination of both. For the day race the race officer will endeavour to set a course which will provide approximately seven hours racing, weather conditions permitting. For bay racing the race officer will endeavour to set a course providing approximately three hours of racing and he may use fixed marks, laid marks or a combination of both.

The fixed marks which may be used by the race officer are: buoy number 2, buoy number 4, buoy number 8, buoy number 10, Paarden Eiland mark, Milnerton mark, Blouberg mark, Landfall (Fairway) Buoy, Daeyang Family buoy, Robben Island, North Lions Paw (also known as Barker Rock), Vulcan Rock, Dassen Island.

Further details of fixed marks, including approximate positions and descriptions, starting procedures and the like will be furnished in the Sailing Instructions.

13. HANDICAP SYSTEM, RACE RESULTS AND SCORING
13.1 IRC results will be calculated using the IRC TCC factor.
13.2 Scoring will be according to RRS Appendix A "The Low-Point Scoring System".
13.3 A list of yachts entered and ratings will be published on the Notice Board before 18h00 on Friday 13th December 2002.
13.4 The Committee reserves the right to correct any errors at any time during the Regatta

14. CREW
14.1 All boats must have a minimum crew of three.
14.2 Weighing of crew may be done at registration. If the rules of any class require weighing of crew this will be done at registration.
14.3 IRC Rule 27.4.1 is modified by the addition of the following:
"For IRC boats, the total weight of crew in kilograms shall not exceed the product of the Crew Number printed on her certificate multiplied by ninety."

15. LIABILITY
15.1 Competitors sail entirely at their own risk. The onus on whether to start a race and to continue a race lies entirely with the skipper of the competing boat. None of the organisations or persons concerned in the running of the Regatta accepts any liability for damage or injury, material or personal, suffered during the races or at any other time however arising

15.2 Each competing boat shall produce evidence at Registration that it holds Third Party and Personal Accident Insurance to a value of R1, 000,000 for the duration of the Regatta.

17. SAILING INSTRUCTIONS
Sailing Instructions will be available from 12 December 2002 at the Race Secretary's office at the Royal Cape Yacht Club, Table Bay and will be posted on the Royal Cape Yacht Club website address www.rcyc.co.za

18. ERRORS AND OMISSIONS
On good cause, the Organising Committee reserves the right to amend any of the paragraphs of this Notice of Race.

NOTE:

MOORINGS
Subject to availability moorings will be made available at either the Small Craft Basin or at the Elliot Basin to visiting boats by courtesy of the RCYC at no charge from the 6th December 2002 to the 25th December 2002.

One lift into and one lift out of the water as well as one stepping and one un-stepping of the mast will be granted free of charge to shipped or trailed visiting boats.

Boats being shipped to the Regatta shall have free mooring or hard space at Royal Cape Yacht Club from their arrival on the ship till their departure on the ship with a maximum of one month.

Moorings shall be allocated by the RCYC Club Manager who shall have the right to require any yacht to move from a mooring allocated to it to another mooring at any time.
