SEDGWICKS OLD BROWN SHERRY REGATTA 2003

NOTICE OF REGATTA

1 DATES
Racing Days: Friday, 16th May 2003 to Sunday, 18th May 2003
Entries Close: Wednesday, 14th May 2003 at 18.00
Late Entries Close: Friday, 16th May 2003 at 12.00
REGISTRATION: 14:00 TO 15:30 on Friday 16th May 2003
Prize Giving: Sunday, 18th May 2003 at 16.00 (or as soon after racing as practical).

2 ORGANISING AUTHORITY
2.1 The Regatta will be under the management of the Sedgwick's Old Brown Sherry Race Committee (hereinafter called "the Race Committee"), which shall have full powers to decide all matters relating to the Regatta.

2.2 The official race Notice board will be in the foyer of the Royal Cape Yacht Club.

3 RULES
3.1 Races will be sailed under the 2001-2004 ISAF Racing Rules of Sailing (RRS); the SA Sailing Special Regulations for Seagoing Sailing Yachts (November 2001) Category 3; the Class Rules of the participating classes; the IR 2002 Rules,parts 1,2 &3 (IRC); the Notice of Regatta and the Sailing Instructions.In the event of contradictions, the interpretations of the Protest Committee shall be final and binding on all participants.

3.1 Advertising will be permitted in accordance with RRS Appendix 1, Category C. Advertising of a company or product which, at the sole discretion of the Organising and Race Committees, is in direct or indirect competition with any of the Sponsor's Group of Companies or a product marketed by them shall not be permitted.

3.2 The Sailing Instructions may be changed by posting a notice on the Regatta Notice Board one hour before the scheduled start of the first race on any day. Sailing Instructions may also be changed by the Race Officer before the start of any race by notice given to the fleet on VHF Channel 71. Such posting or advice shall constitute official notice to each competitor.

4 FLEET CATEGORIES
4.1 The fleet will be divided into the following Divisions -
Division 1 IRC TCC 1.050 and above and Club H'Cap TCF of 1.10 and above
Division 2 IRC TCC 1.049 and below and Club H'Cap TCF of 1.095 and below
Division 3 RCYC Club Handicap Non Spinnaker Cruisers / Multihulls.

4.2 Any One Design Class having five or more entries will be considered a Class.

4.3 The Race Committee reserves the right in terms of the RRS 76.1 to reject any entry.
The Race Committee reserves the right to:
Subdivide or re-arrange the divisions dependent on entries
To re-arrange start groups, starting orders, times and courses
To make the final decision as to which Division a boat sails in.

5 ENTRIES
5.1 Entries shall be submitted on the prescribed entry form, together with the entry fee of R15-00 per full metre LOA, to reach the Regatta Secretary by no later than 18.00 Wednesday, 14th May 2003. Late entries are not guaranteed complete Skippers Packs.

5.2 The Safety Declaration and Crew List forms shall be submitted together with the Entry Form.

5.3 IRC entries to submit a valid IRC certificate with the Regatta Secretary by no later than 12:00 Friday 16th May 2003.

5.4 At the discretion of the Race Committee, late entries will be accepted until 12.00 on Friday 16th May 2003, if accompanied by a late entry fee of R30-00 per full metre LOA.

5.5 Entries may be delivered to -
The Sailing Office at Royal Cape Yacht Club,
or faxed or posted to
The Race Secretary, P O Box 772, Cape Town, 8000.

5.6 The entry fee may be deposited directly in RCYC bank account at -
First National Bank, St George's Mall Branch,
Branch Code 201 309, Account No. 500 500 45 316
provided that proof of the deposit accompanies the Entry Form.

5.7 Entry forms will be available on the RCYC website: www.rcyc.co.za and entries will be accepted via the Internet with proof of payment.

6 PROGRAMME OF EVENTS
Friday, 16th May 2003 14.00 to 15.30 Registration in RCYC Main Hall
17.00 Sedgwick's Fun Race ("Wednesday Night" format with Wall Start but with Classes as per 4.1 above. This race will not count towards the overall regatta results.)
19.30 Live music on the Terrace and complimentary meal for competitors.
Saturday, 17th May 2003 10.30 A maximum of four "Round the Buoys" races ( Weather permitting, longer races will be set for boats in Class 1)
18.30 Pool tournament and down-downs in the Main Hall.
Sunday, 18th May 2003 10.30 Medium Distance Bay Race of approximately four hours' duration - Wall Start
16.00 PRIZE GIVING -or as soon after racing as practical.

7 HANDICAP SYSTEMS, RACE RESULTS AND SCORING
7.1 Race One on Friday 16th May will not count towards the overall Regatta results. Fun prizes will be awarded for this race.

7.2 Scoring will be according to the RRS Appendix A "Low Point Scoring System"

7.3 The Medium Distance Race will be scored as two races.

7.4 Results for IRC Division 1 and 2 will be calculated using the IRC TCC Factor.

7.5 Results for Club Handicap Division 1,2 ands 3 will be calculated using the RCYC Club Handicap System. Any yacht that has changed it's sail or hull measurements since participating in it's last offshore race must submit a new RCYC Club Handicap application form. Placings will be in order of Corrected Time.

7.5 A list of boats entered and their ratings will be posted on the Notice board before 18h00 on Friday 16th May 2003.

8 DISCARDS
If four or more races are sailed, the results of one race may be discarded or ½ points of the Medium Distance race.

9 PENALTIES
RRS 44.1 and 44.2 (720º turns penalty) will apply. For every reference to a 720º turn, substitute a 360º turn).

10 SAFETY & SCRUTINY
10.1 All boats are required to comply with the requirements for Category 3 of the SA Sailing Special Regulations for Sea-Going Sailing Yachts (November 2001), except for the following -
10.1.1 Black balls are not required
10.1.2 Storm tri-sails are not required
10.1.3 Storm or heavy weather jibs are not required
10.1.4 Roller reefing mainsails do not have to be slab reefed as well.

10.2 VHF Radios shall have operating channels 71, 16 and 14 throughout the regatta.

10.3 Class, traditional, classic or any other boat that does not qualify for Category 3 in certain aspects such as stanchions, lifelines, pulpits, toe rails and cockpit drains may request exemption from the Race Committee in writing for those items of the Special Regulations with which the boat will not comply.

10.4 J22 Class boats shall comply with the Special Regulations for that Class which are displayed on the Notice Board in the Club House and are exempt from paragraph 10.1.

10.5 It shall be the responsibility of the skipper and an appointed member of his crew to inspect his boat for compliance with the Safety Regulations of this Regatta, the rules and regulations of the Class Rules and IRC Rules. The Safety Declaration Form must be signed and handed in to the Regatta Secretary together with the Entry Form.

10.6 Charts SAN 1013 and SAN 1014 must be on board during the Regatta.

10.7 A random selection of boats will be identified for safety Inspections after Registration on Friday 16th May 2003 and these may be carried out between 08.00 on Saturday, 17th May 2003 and 16.00 on Sunday, 18th May 2003. The skipper and crew member referred to in 10.5 above must make themselves available and be present during the inspection of the boat. 11 SAILING INSTRUCTIONS
The Sailing Instructions will be available from the Sailing Office on receipt of entry and will be posted on the Royal Cape Yacht Club website: www.rcyc.co.za

12 PRIZE GIVING
12.1 The Prize Giving will be held at Royal Cape Yacht Club at 16.00 or as soon after racing as practical on Sunday the 18th May 2003.
12.2 The Sedgwick's Floating Trophy will be awarded jointly to the winners of IRC Division 1 and 2.
12.3 Other trophies and prizes will be awarded at the discretion of the Race Committee.

13 LIABILITY
Competitors sail entirely at their own risk. The onus on whether to start a race or to continue a race lies entirely with the skipper of the competing boat. None of the organisations or persons concerned in the running of the Regatta accepts any liability for damage or injury, material or personal, suffered during the races or at any other time however arising.

14 ERRORS AND OMISSIONS
On any good cause, the Organising Committee reserves the right to amend any of the paragraphs of this Notice of Race.

NOTE: MOORINGS
Moorings will be made available to visiting boats by courtesy of the Royal Cape Yacht Club at no charge from two weeks before until one week after the regatta. Please contact Shirley Mullins at RCYC on 021 421 1354.
