NOTICE OF REGATTA
The 2003 Provincial Championships for the Radio Controlled Lasers
will be held at the Durban Radio Boat Club
on the 12th & 13th April 2003.
1. THE ORGANISING AUTHORITY
· The regatta is organised by the Radio Controlled Laser Owners' Association (RCLOA) under the auspices of the Sailing KZN and hosted by the Durban Radio Boat Club (DRBC).
2. RULES
· The regatta will be governed by the 2001/2004 Racing Rules of Sailing (RRS) as modified by Appendix E, the prescriptions of SAS, all relevant Class Rules, this Notice of Race and the Sailing Instructions. The regatta is classified Category C in terms of RRS Appendix 1, Regulation 20.
· There will be Judging on the water
3. ELIGIBILITY
· The Regatta is open to all registered Radio Controlled Lasers that comply with the RC Laser Class Rules.
· The skipper of each competing boat shall be a member in good standing of the RCLOA and a SAS affiliated club.
4. ENTRIES & REGISTRATION
· The regatta entry fee is R40.00 payable to the RCLOA
· The entry fee for full time students is reduced to R20.00.
· Entries & Registration will only be accepted at the DRBC between 09h00 and 10h00 on Saturday 12th April 2003.
5. SAILING INSTRUCTIONS
· Sailing instructions will be available to all competitors upon registration.
6. SCRUTINEERING
· There will be no formal scrutinizing of boats, however the Race Committee reserves the right to inspect any boat for compliance with the Class Rules at any reasonable time during the Regatta.
7. SAILING AREA
· The regatta will be sailed in the model yacht pond at the DRBC.
8. STARTING TIMES & RACE SCHEDULE
· The first race will not start before 10h00 on 12th April .
· A maximum of TWENTY races are scheduled for the regatta and a minimum of EIGHT races must be completed to qualify as a Championship.
· The first race will be a warm-up race for the entire fleet (no heats). This race will not score in the results, and is not one of the twenty scheduled races.
9. SCORING
· The EROS Heat Management System with the RRS Low Points scoring of RRS Appendix A will apply.
· Seeding of entries for the A & B heats in the first race will be determined by the Summer Series Ladder positions. Those entries not appearing on the ladder will automatically be placed in the B heat for the first race.
· There will be one discard for every five races completed.
10. PROTESTS
· Protests for infringements of a rule of Part 2, 3 or 4 will be decided by a Jury performing the function of Umpires who will give decisions on protests immediately after an incident while yachts are racing. Further details will be given in the Sailing Instructions. This changes RRS 63.1, 63.3, E3.1 and E5.3.
· In terms of RRS 70.4(a) the right of appeal against the decisions of the Jury is denied, when the Jury are acting as Umpires.
11. PRIZES
· Sailing KZN Gold, Silver and Bronze medals will be awarded to the skipper in accordance with Appendix A of the Sailing KZN Bye-Laws.
12. LIABILITY
· The attention of all competitors is drawn to the fact that participation in the contest is entirely at their own risk and no responsibility for damage or injury resulting therefrom will rest with the organizing authority, the Owners Association, the host club or any other person connected with the running of the regatta.
