NOTICE OF RACE

1. IMPORTANT DATES AND TIMES

Port Owen Yacht Club, Club House.

2. ORGANISING AUTHORITY
The Organising Authority will be the Port Owen Yacht Club under the auspices of South African Sailing.

3. RULES
Save where these are altered by this Notice of Regatta and the Sailing Instructions, races will be governed by the International Sailing Federation Racing Rules of Sailing 2001 - 2004 (RRS), the Class Rules of participating classes. In the event of contradictions, the interpretations of the Protest Committee shall be final and binding upon all participants.

4. ADVERTISING
4.1 The regatta will be classified as a Category "C" event in terms off RRS Appendix 1, which shall only apply while racing.

4.2 House Flags, Banners and Sail Covers which show advertising shall not be worn when racing.

5. FLEETS AND CLASSES
5.1 A minimum of five boats racing constitutes a Class of like boats.

5.2 The Race Committee reserves the right to:

5.2.1 subdivide or re-arrange the Classes dependent on entries;

5.2.2 to make the final decision as to which Class a boat sails in;
5.2.3 to re-arrange start groups, starting orders, times and courses.

6. ENTRIES
Entries on the official entry form, together with an entry fee of R50.00 must reach the Regatta Secretary at Port Owen Yacht Club by 17h00 on Friday 18th January 2003. The entry form is attached to this Notice of Race and can also be obtained from the Regatta Secretary or via e-mail address stuyck@mweb.co.za.

Late entries will be accepted on written application and only in exceptional circumstances at the sole discretion of the Organising Committee. In the event of a late entry being accepted the entry fee shall be R 100,00.

Entries may be faxed to 022-7830475, posted to PO Box 114, Velddrif, 7365, or sent via the Internet ( stuyck@mweb.co.za ).

By entering, all owners and boats agree to the entry terms whether the entry form is signed or not.

7. REGISTRATION
Registration will take place at the Port Owen Yacht Club on Friday 24 January from 15h00 to 18h00 and Saturday 25 January from 08h00 till 10h00. The skipper or a crew member of each participating yacht must register.

8. SKIPPERS BRIEFING
A Skippers Briefing will take place at 13h00 on Saturday 25 January 2003. The skipper of each participating yacht, or a representative of the skipper must attend the briefing.

9. SAIL NUMBERS
Boats must carry a sail number on their Mainsail as per RRS Appendix G1.2 (b).

10. SAFETY
10.1 Each participant shall wear a life jacket while racing.

10.2 The Race Committee reserves the right in terms of RRS 76.1 to reject any entry.

GENERAL DESCRIPTION OF RACING FORMAT Racing will take place on the lower part of the estuary in the area demarcated by the road bridge in the south-east and the harbour entrance in the north-west. Course cards depicting the river layout will be handed out at the skippers briefing.

13. HANDICAP SYSTEM, RACE RESULTS AND SCORING
13.1 Scoring will be according to RRS Appendix A "The Low-Point Scoring System".

13.3 A list of yachts entered and ratings will be published on the Notice Board before 18h00 on Friday 25th January 2003.

13.4 The Committee reserves the right to correct any errors at any time during the Regatta

15. LIABILITY
15.1 Competitors sail entirely at their own risk. The onus on whether to start a race and to continue a race lies entirely with the skipper of the competing boat. None of the organisations or persons concerned in the running of the Regatta accepts any liability for damage or injury, material or personal, suffered during the races or at any other time however arising

17. SAILING INSTRUCTIONS
Sailing Instructions will be available from 1 January 2003 at the Race Secretary's office at the Port Owen Yacht Club, and will be posted on the Port Owen Yacht Club notice board. It can also be requested via e-mail from stuyck@mweb.co.za

18. ERRORS AND OMISSIONS
On good cause, the Organising Committee reserves the right to amend any of the paragraphs of this Notice of Race.
