NOTICE OF RACE

Notice is hereby given that the above sailing event is scheduled to take place and Race Entries are invited in terms of this Notice (amended to include IRC Nationals 4th April 2003).

DATES
Saturday 28th June 2003 to Friday 4th July 2003 both dates inclusive.

VENUE
Point Yacht Club, Maritime Place, Durban.

ORGANISING AUTHORITY
The Point Yacht Club under the authority and sanction of South African Sailing.

CLASSES
National Championship Classes : L26, Stadt23 and IRC.

The event will include a non-championship open regatta for the, J22, J27, L34, Hunter, Micro-Multi, Cruising (PHRF), and any other One-Design keelboat Class, which may utilise the same course as the National Championships.

RULES
The Championships will be governed by ;

  • The 'rules' as defined in the Racing Rules of Sailing (RRS) for 2001-2004 of the International Sailing Association Federation (ISAF), subject to the changes made in terms of this Notice.
  • The SA Sailing Requirements for National Championships.
  • The Class Rules of all the competing classes, subject to the changes made in terms of this Notice.
  • This Notice of Race.
  • The Sailing Instructions and any amendments thereof.

    Where relevant, precedence shall be given in the reverse order of the above listing.

    RULE CHANGES
    The RRS will be changed as follows in terms of rule 86.
    Rule 44.2 is changed so that all reference to "720deg turns" is replaced by "360deg turns".

    ADVERTISING
    Category C will apply in terms of the ISAF advertising code RRS Section II Appendix 1 Regulation 20.

    The (principal) event Sponsors are NCS Resins and Mediterranean Shipping Co, who may require advertising material to be displayed on competing yachts in accordance with RRS Appendix 1 Sub-regulation 20.3.1(d)(i). Yachts shall not display any advertising that is in conflict with that of the official event sponsors NCS Resins and Mediterranean Shipping Company.

    ELIGIBILITY
    Competitors in the L26, Stadt23 and IRC Classes shall comply with the International Sailing Federation (ISAF) eligibility requirement in accordance with RRS Appendix 2 Regulation 21, which requires that all competitors (helms and all other crew) shall be members in good standing of a Yacht Club affiliated to and in good standing with SA Sailing. The Yacht Club name and membership details shall be stated on the entry form. Current valid Club membership cards shall be presented at Registration.

    In all other NCS Classes, only the Skipper need comply with the above requirements.

    The Owner of a yacht in the L26 class, or if the Owner does not form part of the crew, then the Skipper shall be members in good standing of the L26 Class Owners Association.

    The Owner and Skipper of a yacht in the Stadt23 Class shall both be members in good standing of the Stad23 Class Association.

    The Owner of a yacht in the IRC Class shall be a member in good standing of the SA IRC Owners Association.

    MEASUREMENT or REGISTRATION CERTIFICATES
    Each competing yacht in the L26, Stadt23, IRC or any other One-Design Class shall hold a valid class measurement or registration certificate issued or accepted by SA Sailing the number of which shall be stated on the entry form. A copy of the certificate shall be submitted with the entry form and the original thereof presented for inspection at Registration.

    ENTRIES
    Entries must be completed on the attached official entry form and submitted together with the required entry fee to the Regatta Secretary at the address below. Telephonic or incomplete entries will not be accepted.

    Entry forms must be countersigned by a parent or guardian where the competitor will be under the age of 21 years on the first day of the regatta.

    Eligible entries will be accepted until the close of Registration at the venue. Refer to the clause "Registration" below. Entries submitted at the venue may be accepted if accompanied by proof of compliance with the eligibility and measurement / registration certificate requirements.

    Entry fees per yacht will be R500.00. A discount of 50% will apply to entries received before close of business on Friday 21st June 2003.

    PAYMENT OF ENTRY FEES
    Payment may be made by cash or cheque or bank deposit to the credit of the account detailed below.

    In the case of deposits made to the said bank account the bank stamped deposit note or the printed electronic transaction note and the completed entry form shall be either mailed or transmitted by fax simultaneously to the Regatta secretary. The deposit document shall state the event and entrants name.

    All Entry Fees and, where applicable, Class subscriptions shall be paid prior to the close of Entries and Registration. Failure to meet this requirement will result in the affected yachts being scored as Did Not Compete until such time as the required payment/s is/are made. This Changes Rule A11 (DNC).

    A portion (80%) of a yacht's entry fees may be refunded in the case of yachts unable to compete in the regatta, provided an application in writing for such refund is received by the Regatta Secretary within seven days after the first race of the championship.

    ENTRY FORMS
    Additional entry forms are available on request from the Regatta Secretary.

    SCRUTINY of EQUIPMENT
    The skippers of all yachts in the L26 and Stadt23 Classes shall, upon registration, submit the provided "self inspection" form, declaring that their yacht and its equipment complies with the class rules.

    Notwithstanding the "self Inspection" declaration, official measurers will scrutinise all L26 and Stadt23 yachts during the event.

    REGISTRATION
    Entries shall be confirmed by registration with the Regatta Secretary at the venue between : 09h00 and 17h00 on Saturday 28th June 2003 and continuing between 09h00 and 11h00 on Sunday 29th June 2003.

    The following documents shall be presented at Registration :
    · Completed Entry Form (signed by ALL crew members)
    · Current yacht club membership card,
    · Class membership receipt or other proof of membership where applicable.
    · Measurement or registration certificate where applicable,
    · Completed Self Inspection declaration form. (L26 & Stadt23 only)
    · Crew weight form. (L26 & Stadt23 only)

    Additional Entry forms, Self Inspection forms and Crew Weight forms are obtainable from the Regatta Secretary in hard or electronic copy on request.

    L26, Stadt23 and IRC Class Owners and/or skippers (as applicable) who's names do not appear on the relevant official class list for the current year as having paid the annual class subscription fee for the period shall pay the prescribed class membership fee before registration. Where proof of payment of Class Fees is not available a competitor shall pay the required class fee to the Regatta Secretary and the amount will be refunded if proof of prior payment is later submitted.

    All fees (entry and class membership where applicable) shall be paid before the closing of entries.

    SAILING INSTRUCTIONS
    Sailing instructions will be available from the Regatta Secretary at the regatta venue upon registration.

    EQUIPMENT
    L26 and Stadt23 Class yachts shall display the registered number. Equipment shall not be changed during the event. Substitution of damaged equipment may be permitted subject to written approval of the Race Committee.

    NATIONAL CHAMPIONSHIP REQUIREMENTS
    In order to qualify as a National Class Championship the following criteria shall be satisfied :
    · A minimum of ten valid entries have been received no later than the closing time for entries one hour before the scheduled starting time of the first race;
    · at least ten finishers in any two races of the series;
    · at least four races completed.

    NCS OPEN REGATTA REQUIREMENTS
    In order to qualify as an NCS Class the following criteria shall be satisfied :
    · A minimum of Five valid entries have been received by close of registration.
    · At least Five finishers in any one race.
    · At least Four race completed.

    Should there be less than five entries in any of the designated classes, these yachts shall have the option to compete in the PHRF class with a handicap determined by the NCS Handicap Officer.

    SCHEDULE OF RACES
    An Opening Sail-Past is scheduled to proceed at the harbour mouth at 10h30 on Sunday 29th June 2003.

    The First Race of the championship is scheduled to start at : 12h00 on Sunday 29th June 2003.

    The times for subsequent races will be advised at the venue in accordance with the Sailing Instructions.

    A maximum of Ten races are scheduled from Sunday 29th June to Thursday 3rd July 2003.

    No warning signal will be made after 14h30 on the last day of racing.

    RACING AREA and COURSES
    Racing will take place offshore Durban approximately between the North breakwater of the Harbour and the Umgeni river mouth.

    The courses to be sailed will be all Windward/Leeward courses as set out in the Sailing Instructions.

    HAULING OUT RESTRICTIONS
    Yachts shall not be hauled out after the scheduled starting time of the first race except in accordance with the terms of prior written permission of the Race Committee.

    SAFETY
    Yachts shall comply with all applicable Class safety requirements.

    Notwithstanding any class requirements, all yachts shall carry the following minimum safety equipment :-

  • Minimum two litres fresh water
  • Minimum one serviceable fire extinguisher
  • Minimum one stout bucket with lanyard attached
  • One anchor suitable for the size of boat, together with chain and minimum 20m warp.
  • One approved lifejacket/buoyancy aid for each member of the crew
  • One lifebuoy
  • Minimum 20m tow rope
  • Serviceable inboard or outboard motor.

    It is recommended that all yachts carry the following :-

  • One VHF transceiver with at least channels 16, 12, 9, 6 & 26. ("Durban Port Control" operates on Channel 9.)
  • One First Aid kit.

    NATIONAL CHAMPIONSHIP SCORING SYSTEM
    The low points scoring system, RRS A4 will apply.

    When four races or fewer have been completed, a boat's series score will be the total of her race scores.

    When five or more races have been completed, a boat's series score will be the total of her race scores excluding one worst score for every five races.

    NCS OPEN REGATTA SCORING SYSTEM
    The low points scoring system, RRS A4 will apply.

    When four races or fewer have been completed, a boat's series score will be the total of her race scores.

    When five or more races have been completed, a boat's series score will be the total of her race scores excluding her worst score.

    When nine or more races have been completed, a boats series score will be the total of her race scores excluding her two worst scores.

    One design classes will be level rated

    The IRC class handicaps will be as stated on the valid IRC certificate submitted with the yachts entry.

    Micro-Multi ratings as determined by the NCS Handicapping Officer will be used to determine the positions in the Micro-Multi Class . PHRF Handicaps will be determined by the NCS Handicapping Officer, who shall use the PYC PHRF system and any other information he may deem necessary to determine a yachts handicap. This Class may, at the discretion of the Race Committee, be divided into two or more fleets appropriate to the size and speed of the yachts.

    All applicable PHRF handicap ratings will be published on the official Notice board by 10h00 on Saturday 28th June. Any objections to these handicaps shall be submitted in writing to the Race Committee. No protests against PHRF handicaps will be accepted after the start of the fist race on Sunday 29th June.

    PRIZES & AWARDS
    Prizes and awards will be presented at the prize giving scheduled for 18h00 on Friday 4th July 2003. SA Sailing medals will be presented to competitors in accordance with the SA Sailing requirements for National Championships in accordance with the following table and subject to the event in the L26 & Stadt23 Classes qualifying for National Championship status:

    Yachts finishing at least 2 races Medal
    · 10 to 14 Gold
    · 15 to 19 Gold and Silver
    · 20 or more Gold, Silver and Bronze

    Class floating trophies and NCS medals may be awarded as follows in accordance with the stated criteria ;

  • The L26 National Trophy : Winning yacht in the L26 Class
  • The Stadt23 National Trophy : Winning yacht in the Stadt23 Class
  • The Stadt23 Ladies Trophy : The highest placed female skipper in the Stadt23 Class
  • The Stadt23 Owners Trophy : The highest placed owner-skipper in the Stadt23 Class
  • The IRC Floating Trophy : Winning yacht in the IRC Class
  • NCS Resin Trophies : Winning yachts in all classes
  • NCS Medals (Gold, Silver & Bronze) : Skipper & Crew members in the top three places of all classes
  • The IRC National Trophy : Winning yacht in the IRC Class
    Other Prizes may be awarded for daily races and overall results.

    LIABILITY
    Participation in this event is entirely at the risk of competitors and no responsibility for damage or injury resulting therefrom will rest with the organising authority, class associations, or any persons concerned with the conduct of the regatta.

    GENERAL INFORMATION
    The following general information does not form part of the Notice of Race.

    Shipping
    The Mediterranean Shipping Company (MSC) will provide free freight for yachts under 40' from Cape Town, Port Elizabeth or East London to the regatta, and return.

    This is a change from previous years where shipping was totally free.

    The MSC sponsorship does not extend beyond 'free freight', and as they cannot guarantee that the various harbour authorities will waive all port and other charges from their side, these charges regrettably have to be passed on to competitors. (Estimated costs will be given on application as they are unknown at present). Naturally the organising committee and the sponsors are doing their best to have all additional charges waived, and once a final decision is received from the various authorities, competitors will be advised.

    All yachts being shipped must be presented at the quay side on roadworthy trailers with their masts down. Yachts not properly lashed down to their trailers and/or shipped on unroadworthy trailers may incur additional costs.

    Yachts over 40' may be shipped by special arrangement.

    Applications for shipping of yachts will only be considered if received by the regatta organisers BEFORE Monday 12 May 2003.

    Any yacht that has taken advantage of the sponsored shipping, but does not compete in 80% of the races in The NCS Regatta, (force-majeure accepted) shall be liable for all costs applicable to her shipping and clearing.

    Travelling Allowance
    Entrants from outside Kwa-Zulu Natal who trail a yacht to the regatta will be entitled to apply, in writing with their entry, for travel assistance of R300.00 per yacht.

    Cranes
    A crane will be available to launch and retrieve yachts prior to and after the regatta.

    Moorings
    Walk-on moorings will be provided to all 'out-of-town' yachts free of charge for the duration of the regatta.

    Camping
    Limited camping/caravan sites are available free of charge in the PYC club grounds adjacent to the swimming pool. Camp sites will be allocated on a strictly first-come-first-served basis. Security guards will be on duty throughout the event. However anyone camping must fully understand that they are camping in the middle of a large city and are advised not to leave valuable property unattended in the camping site. The organisers will not accept responsibility for any losses that may occur.

    Everyone camping is requested to take cognisance of their neighbours in the camp site and to respect their privacy and property. No foul language, late-night parties or pets will be permitted in the camping area.

    The Royal Natal Yacht Club has requested that we advise potential competitors that they will not permit camping on their lawns.

    Lockers
    A limited number of lockers are available in the Club change rooms, and will be made available for the use of campers, and available on registration. Bring your own padlock!

    Parking.
    Parking at the PYC and the Durban yacht mole in general is limited. As a result the organising committee have arranged a special weekly tarriff with the Esplanade parking Garage which is directly opposite the PYC. The weekly rate for competitors is R170.00 (normally R250.00) and will permit competitors to park 24 hours a day. Arrangements may be made via the Regatta Secretary.

    SOCIAL CALENDAR (Preliminary)

  • A welcome party will be held in the PYC Clubhouse on Sunday 29 June at 18h00.
  • Complimentary breakfasts will be provided to all out-of-KZN competitors from Sunday 29 June to Friday 4 July.
  • There will be complimentary "pub grub" for all competitors after racing each day. This will be followed by a mini-prize giving each evening.
  • The PYC restaurant will be open for breakfast, lunch and dinner every day of the regatta.
  • The prize giving cocktail party will be held in the clubhouse on Friday 4 July at 18h00.
