MYKONOS OFFSHORE REGATTA
NOTICE OF RACE
1. DATES
Friday, 21st February and Saturday, 22nd February 2003
2. ORGANISING AUTHORITY
Royal Cape Yacht Club in conjunction with Club Mykonos
3. RULES
Save where these are altered by this Notice of Regatta and the Sailing Instructions, races will be governed by the International Sailing Federation Racing Rules of Sailing 2001 - 2004 (RRS), The South African Sailing Special Regulations for Sea-going Sailing Yachts (November 2001) Category 2 - Race 1and Category 3 - Bay Race ; the Class Rules of participating Classes; The IR 2002 Rules, parts 1,2&3 (IRC). In the event of contradictions, the interpretations of the Protest Committee shall be final and binding upon all participants
4. ADVERTISING
The Regatta will be classified as a Category "C" event in terms of RRS Appendix 1, which shall only apply while racing.
House Flags, Banners and Sail Covers which show advertising shall not be worn when racing.
5. ENTRIES
Entries must be submitted on the attached entry form.
The entry fee is R16.00 per full metre or part thereof, LOA (inclusive of VAT). For those entering bay race only, the entry fee is R12.00 per full metre or part thereof, LOA (inclusive of VAT).
A crew list is attached for completion.
For yachts participating in Race 1, the attached Safety Declaration must be completed in full and signed by the skipper and his appointed crew member. (The SA Sailing Special Regulations for Sea Going Yachts booklet is obtainable from South African Sailing).
All the relevant forms mentioned above, where applicable, together with the required Entry Fee, and a valid IRC certificate must reach the Royal Cape Yacht Club Sailing Office by 18h00 on Thursday, 20th February 2003. Late entries are not guaranteed complete skippers packs.
6. ELIGIBILITY
Race 1: Yachts with a RORC Safety and Stability Screening numeral of 20 or greater,
Including maximum adjustment, unless exempted by the Race Committee.
Race 2: All yachts considered acceptable to the Race Committee
Multi-hull yachts, keelboats and dinghies as follows:
All yachts and dinghies considered acceptable to the Race Committee
Any class of yacht recognised by the Race Committee as a class, having 5 or more starters, shall constitute a class.
7. CREW
There shall be a minimum crew of four, including the skipper, in respect of Race 1. Amendments to this list may be accepted up to 2 hours before the start of the race.
6.1 IRC Rule 27.4.1 is modified by the addition of the following:
Maximum Crew weights
The maximum total weight of crew in kilograms that may sail aboard a yacht shall not exceed the product of the Crew Number printed on her certificate multiplied by 90.
6.2 For all yachts racing under Club Handicap the maximum crew limit shall be as follows unless prescribed in the class rules

8. FLEET CATEGORIES
Class 1: IRC TCC of 1.050 and above and Club H'Cap TCF of 1.10 and above
Class 2: IRC TCC of 1.049 and below and Club H'Cap TCF of 1.095 and below
Class 3: Club Handicap boats only competing in the Saturday Race eg. Sweet Peas, H23's etc.
Class 4: Multi-hull and mono-hull dinghies only competing in Saturday Race eg. Flying 15's etc.
The Race Committee reserves the right to:
Subdivide or re-arrange the Classes dependent on entries
To re-arrange start groups, starting orders, times and courses
To make the final decision as to which Class a boat sails in.
9. COURSES
Race 1: Table Bay to a mark off Club Mykonos
Race 2 : Club Mykonos (please refer to the Sailing Instructions)
10. START
Race 1:
Class 1: Table Bay 09h30, Friday, 21st February 2003
Class 2: Table Bay 08h00, Friday, 21st February 2003
The start will be between the Royal Cape Yacht Club Bridge Hut and No.10 Harbour buoy (starboard).
Any change will be advised on the Notice Board by 07h30 on Friday, 21st February 2003 and on VHF Channel 71.

Race 2 :Club Mykonos, Saturday, 22nd February 2003
Race 2 will start at 10h30 (please refer to the Sailing Instructions)
11. HANDICAP SYSTEM, RACE RESULTS & SCORING
Scoring for the series shall be in accordance with the RRS Appendix A Low Point scoring system
Both races will score equal points
There will be no discard
The finishing positions in the pursuit race will be in ascending order of finishing time.
IRC
Results will be calculated using the IRC TCC Factor. Placings will be in order of corrected time.
RCYC Club Handicap
Results will be calculated using the R.C.Y.C. Club Handicap System. Any yacht that has changed it's sail or hull measurements since participating in it's last offshore race must submit a new RCYC Club Handicap application form. Placings will be in order of corrected time.
The Race Committee reserves the right to correct any errors at any time during the Regatta.
A list of yachts entered and their ratings will be posted on the Notice board before 18h00 on Thursday 20th.
12. REGISTRATION
Registration will take place between 16h00 and 18h00 on Thursday 20th February in the Main Hall. Regatta packs will be issued at Registration on Thursday 20th February 2003 from 16h00.
13. SAFETY & SCRUTINY
It shall be the responsibility of the skipper and an appointed member of his crew to inspect his boat for compliance with the Safety regulations of this Regatta, the rules and regulations of the IRC Rules, the Safety Declaration form must be signed and handed to the Race Secretary by not later than Thursday, 20th February 2003.
A random selection of boats will be identified for safety inspections to take place after Registration on Thursday 20th February. The owner and appointed crewmember should be available to accompany the scrutineer to the boat and to assist with the inspection. 14. LIABILITY
Competitors sail entirely at their own risk. The onus on whether to start a race and to continue a race lies entirely with the skipper of the competing yacht. None of the organisations or persons concerned in the running of the Regatta accept any liability for damage or injury, material or personal, suffered during the races or at any other time however arising.
15. SAILING INSTRUCTIONS
Sailing Instructions will be available from Thursday 20th February 2003 at the Race Secretary's Office at Royal Cape
Yacht Club, and will be posted on the Royal Cape Yacht Club website address: www.rcyc.co.za
16. ERRORS AND OMISSIONS
On good cause, the Organising Committee reserves the right to amend any of the paragraphs of this Notice of Race.
