Notice of Race
1. DATE
The 2003 CHALLENGE will be hosted by and held at the Milnerton Aquatic Club from Friday 21 March 2003 to Saturday 22 March 2003 inclusive.
2. ORGANIZING AUTHORITY
Responsibility for the organization of the above event is vested in the MAC 24-HOUR CHALLENGE Committee, a sub-committee of Milnerton Aquatic Club, under the auspices of South African Sailing.
3. MANAGEMENT
From 12:00 on Thursday, 20 March 2003 the event will be under the management of the Event Race Committee who shall have full powers to decide all matters relating to the CHALLENGE except in the matter of protests and redress which shall be decided by the Protest Committee.
4. RULES
The CHALLENGE will be sailed under the Racing Rules of Sailing 2001 - 2004 (RRS), the Rules of the respective Class Associations applicable at the time of the CHALLENGE, this Notice of Race, the Sailing Instructions and the Portsmouth Yardstick Scheme. The Notice of Race and Sailing Instructions will take precedence over RRS and Class Rules.
5. CLASS OF YACHTS
Entries from the Bosun, Enterprise, GP14 and Mirror classes, which, with the exception of the Bosun Class, hold valid registration certificates issued by South African Sailing or in the case of foreign entries, the appropriate Member National Authority, will be accepted.
6. CONDITIONS FOR ACCEPTANCE OF ENTRIES
6.1. Entries must be submitted on the formal entry form, complete in all respects, together with a copy of the participating boat's valid measurement or registration certificate and the Entry Fee, to be received by Milnerton Aquatic Club by not later than:

6.2. A discounted entry fee of R275.00 (two hundred & seventy-five) per team payable by cheque or by way of bank deposit must accompany the formal Entry Form together with a bank deposit slip, if applicable.
6.3. Late entries will be accepted until 10.00 on Saturday 16 March 2003, subject to the payment of the entry fee together with a penalty fee of R100. 00 (one hundred).
6.4. The entry fee is non-refundable.

6.6. The total number of sailing crew permitted shall be six only, together with one nominated reserve/manager. All shall be members in good standing of Yacht Clubs affiliated to South African Sailing. Competitors not normally resident in the Republic of South Africa shall satisfy the Race Committee that they are members of their Member National Authority.
6.7. No more than two crew-members (helmsman and one other) are permitted to sail on a boat while racing.
6.8. The Nominated Reserve may replace one member of the total sailing crew. Permission to make a substitution shall be made in writing to the Race Committee, which permission shall not be unreasonably withheld. No further substitutions will be permitted. The substituted crew may take no further part in the event, other than to act as the Manager.
6.9. Crew lists complete in all detail shall be submitted to the Race Secretary by 11.00 on Friday 21 March 2003. Any teams that do not submit a crew list by the deadline will incur a penalty of 1 lap per hour or part thereof after the abovementioned deadline until it has complied with this requirement.
7. SAILS
Sail changes during the CHALLENGE may be made in accordance with Class Rules. Permission to replace any sail shall be requested in writing from the Race Committee, which permission shall not be unreasonably withheld.
8. SAFETY
Special conditions, over and above these imposed by Class Rules will apply. Blatant contravention of Safety regulations may cause the Race Committee to apply any penalty it may deem appropriate. Continued contravention may lead to disqualification from the Challenge at the discretion of the Race Committee.
8.1. YACHT
8.1.1. Cockpit to be self-draining.
8.1.2. A bucket suitable for bailing to be secured on board by means of a lanyard.
8.1.3. A water-resistant torch attached by means of a lanyard for purposes of signaling to be on board.
8.1.4. Provided race numbers are to be affixed to the port and starboard bow of competing yachts.
8.1.5. Skippers may be called upon to demonstrate adequate securing of buoyancy where this applies. Random buoyancy tests on the water may be undertaken during scrutiny to confirm the provision of adequate buoyancy.
8.2. CREW
8.2.1. Buoyancy aids acceptable to the scrutineers shall be worn at all times whilst on the water.
8.2.2. A whistle shall be attached to buoyancy aids.
8.2.3. Glow sticks, as provided by the Organizing Committee, shall be affixed to the shoulder / neck area of each competitor's buoyancy aid or outermost apparel in such a way as to be visible at all times between the hours of sunset to sunrise.
9. SCRUTINY
9.1. Scrutiny of competing yachts will commence at 15:00 on Thursday 20 March 2003, conditional upon all entry formalities having been completed.
9.2. Besides the scrutiny of items outlined in point 8 above, scrutineers will assess the general seaworthiness of all competing yachts prior to final acceptance of the entry.
9.3. In the event of a boat failing to comply with this Notice of Race and the Sailing Instructions, the Race Committee may at its sole discretion
9.3.1. Prevent the yacht from starting until the shortcoming has been rectified or
9.3.2. Apply such other penalties, as it deems appropriate.
10. REGISTRATION
Registration will take place in the MAC Clubhouse from 15.00 Thursday 20 March 2003 until 18.30 and again from 08.30 to 11.00 on Friday 21 March 2003.
11. SCORING
The boat with the most elapsed laps shall be deemed to have won the CHALLENGE. Positions thereafter will be determined according to each boat's elapsed laps completed. "ELAPSED LAPS" shall be defined as a boat's completed laps minus any penalties that may be imposed by the Race Committee. The Portsmouth Yardstick Scheme will be employed to calculate overall Handicap positions using the following factors as revised on 8th May 2001 (See table 11.1 attached.)

12. STARTING TIME
The race shall not start before 12.00 on Friday 21 March 2003.
13. SAILING INSTRUCTIONS
Sailing Instructions shall be available on registration.
14. PRIZES
14.1. Floating trophies will be awarded to yachts winning on Line Honors and Handicap.
14.2. Other prizes will be awarded at the discretion of the Organizing Committee.
15. ADVERTISING
15.1. This contest is classified as a Category 'C event. The provisions of Annexure "A", Regulation 20 will only apply whilst racing.
15.2. The name of or advertisements displayed on, a competing yacht shall not be or include the name or logo of a Company or product which at the sole discretion of the Organizing Committee or the Sailing Committee, is in direct or indirect competition with any of the sponsoring Companies or a product marketed by them.
15.3. Contest Sponsor Advertising.
15.3.1. An advertising decal may be provided by the CHALLENGE Sponsor in which case all yachts shall apply such a decal in the forward 25% of both sides of the hull aft of the race number. Requests for the display of additional sponsor's decals shall be accommodated at the request of the Organizing Committee.
16. LIABILITY
Competitors sail entirely at there own risk. Attention is drawn to the disclaimer on the CHALLENGE crew list.
17. SPIRIT OF THE CHALLENGE
Attention is drawn to Part 1 - Fundamental Rules of ISAF Racing Rules of Sailing.
