Notice of Race
Notice is hereby given that the above sailing event is scheduled to take place as detailed in this Notice of Race. Entries are invited in terms of this Notice.
DATES
21st March 2003 to 23rd March 2003
VENUE
Club Mykonos, Saldanha Bay in the Western Cape. Directions to which may be obtained from the SA Sailing office.
ORGANISING AUTHORITY
The Laser Association of South Africa in association with the Extra Class Association under the authority and sanction of South African Sailing.
CLASSES
National Championship Classes: Laser, Laser Radial and Extra
The following categories will be recognised within the classes stated. Such categories will not be recognised as separate events and will not be accorded championship status.
Laser Class: youth boy, apprentice master, master, grand master.
Laser Radial Class: youth girl, great grand master, women, SALSA
Extra Class: youth, apprentice master, master, grand master.

The Championships will be governed by ;
The 'rules' as defined in the Racing Rules of Sailing (RRS), subject to the changes made in terms of this Notice.
The SA Sailing Requirements for National Championships (see below).
The Class Rules of the International Laser Class Association, and Extra Owner's Association, competing as seperate classes, subject to the changes made in terms of this Notice.

Where relevant, precedence shall be given in the reverse order of listing.
ADVERTISING
Category C will apply to all classes in terms of the ISAF advertising code RRS Section II Appendix 1 Regulation 20.
ELIGIBILITY
Competitors shall comply with the International Sailing Federation (ISAF) eligibility requirement in accordance with RRS Appendix 2 Regulation 21 which requires that all competitors (helms and all other crew) shall be members in good standing of a Yacht Club affiliated to and in good standing with SA Sailing or their Member National Authority in the case of non-South Africans. The Yacht Club name and membership details shall be stated on the entry form. Current valid Club membership cards shall be presented at Registration. The Owner, helm and all other crew of yachts shall be Members in good standing of the relevant Class Associations.

The following categories within the stated Classes will be applied to yachts where the helm complies with the stated category criteria at the close of entries except as otherwise stated.

MEASUREMENT or REGISTRATION CERTIFICATES
Each competing yacht shall hold a valid class measurement or registration certificate issued or accepted by SA Sailing the number of which shall be stated on the entry form. A copy of the certificate shall be submitted with the entry form and the original thereof presented at Registration.
ENTRIES
Entries must be completed on the attached official entry form and submitted together with the required entry fee to the Regatta Secretary at the address below.
Entry forms must be countersigned by a parent or guardian where the competitor will be under the age of 21 years on the first day of the regatta.
Telephonic or incomplete entries or entries with out the full entry fee will not be accepted.
Eligible entries will be accepted until the close of Registration at the venue. Refer to the clause "Registration" below. Entries submitted at the venue may be accepted if accompanied by proof of compliance with the eligibility and measurement / registration certificate requirements.
Entry fees per yacht will be as detailed in the table, which follows.

PAYMENT OF ENTRY FEES
Payment may be made by cash or cheque or bank deposit to the credit of the account detailed below.
In the case of deposits made to the said bank account the bank stamped deposit note or the printed electronic transaction note and the completed entry form shall be either mailed or transmitted by fax simultaneously to the Regatta secretary. The deposit document shall state the event and entrants name.

All Entry Fees and Class subscriptions shall be paid prior to the close of Entries and Registration. Failure to meet this requirement will result in the affected yachts not being accorded any finishing positions.
A portion (80%) of a yacht's entry fees may be refunded in the case of yachts unable to complete in the regatta, provided an application in writing for such refund is received by the Regatta Secretary within seven days after the first race of the championship.
ENTRY FORMS
Additional entry forms are available on request from the Regatta Secretary.
SCRUTINY of EQUIPMENT
All yachts in all Classes shall, prior to registration, be made available for and pass scrutiny by SA Sailing appointed measurers for compliance with the Class Rules.
Scrutiny of all Class yachts will take place at the venue from 17h00 on the 20th March 2003 up to 30 minutes before the closing of registration. The completed scrutiny certificate shall be handed in during to registration.
Notwithstanding any prior scrutiny, official SAS measurers and their delegated assistants may scrutinise any competing yacht during the event.
REGISTRATION
Entries shall be confirmed by registration with the Regatta Secretary at the venue commencing at 18h00 on 20th March 2003 to 20h00 and continuing from 08h00 on the 21st March until one hour prior to the start of the first race.
The following documents shall be presented at Registration :
* Current yacht club membership card,
* Class membership receipt or other proof of membership
* Measurement or registration certificate,
* Equipment Scrutiny certificate.
Competitors' names, which do not appear on the relevant official class list for the current year as having paid the annual class subscription fee for the period, shall pay the prescribed class membership fee before registration. Where proof of payment of Class Fees is not available a competitor shall pay the required class fee to the Regatta Secretary and the amount will be refunded if proof of prior payment is later submitted.
All fees (entry and class membership) shall be paid before the closing of entries. Where races are sailed without payment of the said fees, the competitor's participation will be disregarded.
SAILING INSTRUCTIONS
Sailing instructions will be available from the Regatta Secretary at the regatta venue upon registration.
SA SAILING REQUIREMENTS FOR NATIONAL CHAMPIONSHIPS
In order to qualify as a National Class Championship the following criteria shall be satisfied;
* A minimum of ten valid entries have been received no later than the closing time for entries one hour
before the scheduled starting time of the first race;
* At least ten finishers in any two races of the series;
* At least four races completed.
SCHEDULE OF RACES
The First Race of the championship is scheduled to start at 12:00 on Friday 21st March 2003.
The times for subsequent races will be advised at the venue in accordance with the Sailing Instructions.
Nine races are scheduled.
No warning signal will be made after 15:00 on the last day of racing.
RACING AREA and COURSES
Racing will take place on Saldanha Bay, in the vicinity of Club Mykonos.
The courses to be sailed will be set out in the Sailing Instructions.
SAFETY
Yachts shall comply with their class buoyancy and safety requirements.
Youth category competitors shall wear a personal buoyancy aid at all times while afloat in a yacht.
SCORING SYSTEM
The low points scoring system, RRS A4 will apply
When four races or fewer have been completed, a boat's series score will be the total of her race scores.
When five or more races have been completed, a boat's series score will be the total of her race scores excluding one worst score.
The applicable categories within the Class National Championships will be scored in the open event and the overall order in which they finish in this event shall determine their position in each category with the best placed finisher in the overall results being awarded first place. Class categories will not be scored separately.
PRIZES & AWARDS
Prizes and awards will be presented at the prize giving which will follow as soon as possible after the last race.
SA Sailing medals will be presented to competitors in accordance with the SA Sailing requirements for National Championships in accordance with the following table and subject to each of the classes qualifying for National Championship status:

LIABILITY
Participation in this event is entirely at the risk of competitors and no responsibility for damage or injury resulting there from will rest with the organising authority, class associations, or any persons concerned with the conduct of the regatta.
LASER NATIONALS 2003 - GENERAL INFORMATION
The following general information does not form part of the Notice of Race.
ACCOMMODATION
Accommodation at special rates for the duration of the event must be booked directly with Club Mykonos at phone 022 7077000. Club Mykonos have block booked a certain number of two bedroom kalivas (two beds per room) at a special rate of R 415.00 per night and a lower rate of R205.00 for Sunday night. Be sure to mention that you are participating in this event in order to qualify for the special rates.
Alternative accommodation can be booked through the Langebaan information Centre. Note that Langebaan will not allow tents in their camp site.
LAUNCHING:
Launching will take place from the slipway within Club Mykonos harbour. Boat parking will be available in the immediate vicinity of the slipway.
CONDITIONS:
Note that the water temperature in Langebaan is low, typically 13 to 17degrees Centigrade. Wetsuits are advised. The sunburn factor is usually high.
FACILITIES:
Restaurants bars and shops are available on site to cater for most needs.
Club Mykonos has extensive sporting facilities (tennis, squash, gym, horse riding, etc.) and a casino on the site.
Additional shopping and other facilities are available in Langebaan about 4km away.

The following is a summary of the programme for information only.
March 20th : Official Arrival Day - Registration and measurement commences.
March 21st : Registration and measurement continues - Racing commences. WELCOME PARTY in the evening on the Marina Terrace.
March 23rd : Conclusion of racing. Prize Giving.
