NOTICE OF REGATTA

THE 2003 NATIONAL CHAMPIONSHIP
for
36" SHIPMATE, IOM and RM CLASS
RADIO CONTROLLED YACHTS
20th - 27th September 2003

1. Date of Event.

    2. Venue.
    Midmar Dam (HMYC)

    The venue for this event is to be in front of Henley Midmar Yacht Club. In the event of unfavorable conditions the Race Committee reserves the right to move the race area to an alternative venue with the written agreement of all the Entrants.

    3. Organising Authority.
    The Championship is organised by Radio Sailing KZN under the auspices of the South African Radio Sailing Association (SARSA) under the authority and sanction of South African Sailing (SAS).

    4. Rules.
    The regatta will be governed by The Racing Rules of Sailing for 2001 - 2004 as modified by Appendix E, regulations of the South African Radio Sailing Association (SARSA), regulations of the hosts Radio Sailing KZN (RSKZN) this Notice of Race (NoR), the Sailing Instructions (SI) and the latest relevant Class Rules.

    5. Eligibility.
    The competition is open to any 36" Shipmate, IOM and RM class yacht having a valid measurement certificate.

    Any competitor shall be a member in good standing with a Yacht Club affiliated to and in good standing with SAS.

    6. Registration.
    Boats, together with their current valid measurement certificates must be presented for registration preferably from 14h00 until 17h00 on 20 September 2003 but arrangements will be made to accommodate skippers not arriving on the Saturday. All boats must have gone through the registration process and the start of a class will be delayed to ensure all boats can but the start will not be delayed to enable a boat not complying to be brought into class. The onus is on the skipper to ensure the boat complies with the relevant rules prior to registration. No boat shall be eligible to race until it has been registered and check measured by the Race Committee for the event.

    7. National Championship Requirements.
    A minimum of ten valid entries received thirty minutes before the scheduled starting time of the first heat, at least ten finishers in any two races of the series and at least four races completed in a class will be required for the event in the class to qualify as a SAS National Championship.

    8. Schedule of Races.
    No heat will start before 10h00 hrs on any day. No heat will start after 16h30 hrs on any of the intermediate days of each class. If no boat in the final heat of the intended last race on the last day has sailed the course in accordance with RRS28.1 and finished by 16h30 hrs for 36" Shipmate and RM Class or 12h30 for IOM class then that race will be abandoned and the previous race will be taken as the final race.

    9. Sailing Instructions.
    Sailing instructions will be available to all competitors from the Regatta Secretary at the regatta venue upon registration.

    10. Scoring and Racing System.
    Scoring and Racing will be carried out in accordance with the 2002 Heat Management System as approved by ISAF RSD April 2002.

    11. Rule Changes.
    RRS25 is changed to:
    25.2 Changes to the Sailing Instructions whilst the event is running Changes to the SI shall not be made without the written approval of SARSA Committee members or their representatives present at the Event.

    Any such change shall be posted in writing upon the official Notice Board and shall be implemented only between races. Two sound signals shall be made to gather the competitors' attention and an official announcement shall then follow.

    12. Entries.
    Closing date for entries 7 September 2003 and the entry fee is as follows:

    1st Class R120.00.This includes the Prize Giving Dinner and is not negotiable.
    Two Classes R170.00
    Three Classes R220.00

    Late entries will be accepted until 14 September 2003 upon payment of an additional late entry fee of R50.00 once off.

    Entries must be completed on the attached official entry form and submitted to the Regatta Secretary together with the required entry fee.

    13. Measurement.
    The Race committee may request at any time that the Event Measurer check that a boat remains within class rules.

    11) Jury.
    Protests for infringements of a rule will be decided by a Jury. Jury members shall be selected from race committee members and or competitors and should be representative of the Provinces competing. The decisions of the Jury shall not be subject to appeal. (RRS 70.4)

    12) Frequencies.
    Competitors are required to have at least three alternate frequencies.

    13) Prizes and Trophies.
    The winners will be awarded the respective SARSA Class Floating Trophies.

    SA Sailing medals will be presented to competitors in accordance with the SA Sailing requirements for National Championships in accordance with the following table and subject to the individual class events qualifying for National Championship status:

    Yachts finishing
    at least 2 races
    Medal
    10 to 14 Gold
    15 to 19 Gold and Silver
    20 or more Gold, Silver and Bronze

    14) Bill Reynolds Event
    Regions are required to submit the names of their three members who will sail in the Bill Reynolds to the Race Committee prior to the start of the IOM Championship Event.

    15) Liability.
    All those entering or taking part in this Championship do so at their own risk and responsibility. SARSA, RSKZN, Sailing KZN, SAS and any other parties involved in the organisation of this event disclaim:

    Any and every responsibility whatsoever for loss, damage, injury or inconvenience that might occur to persons and goods, both ashore and on the water as a consequence of entering or participating in the Championship covered by this Notice of Race.

    At all times the responsibility for the safety of their boat and themselves plus the decision to participate or continue must rest with the competitors.
