BLUFF YACHT OPENING CRUISE: 11h30 Sunday 21st.
This Sunday sees BYC members and Flag Officers hosting their Opening Cruise and Sail Past. Other Clubs and yachties are encouraged to support their event.

SAILING KZN SAILING TEAM TAKES ABUSE:
It is not often that we get such a response from members (unless its finance related), so the responses to our last email relating to fact that the Wednesday race was abandoned just when our yacht was out front, have been entertaining to say the least. The skipper of the Shearwater has informed us that the only reason we got anywhere was because of the hot air we generated on the boat with all our chirping. Somewhat "rich" coming from a boat that was one of the first to start its motor, crack open a bottle of wine from its famous cellar and then go cruising offshore!!! The very next time the boat was taken out our skipper injured his back (not wanting to point fingers, but I really do need to question who put the grease on the steps!!). The Sailing Kzn Sailing Team will be back soon and we will enjoy every minute of our sailing out there, as we believe that Wednesday evening sailing really does capture the true spirit of yachting.

COMMUNICATION
Many people come to the regional office complaining that they do not get any kind of communication from SAS, yet when it is pointed out to them that their club received the Sailing Kzn newsletter every week, very often the reply is "Why haven't I been told this by them then". We cannot answer this except to once again encourage the clubs to display these newsletters and to send it to their members that are on email. Our thanks to the clubs that have been passing on our newsletter, it is greatly appreciated.

SAFETY INSPECTIONS:
Safety Inspections this year will be a joint effort by Sailing KZN and the Durban Offshore Committee. Sandy and Desiree will both be available on Saturday, 20 November to assist with this mammoth task and please be warned that if your boat is not registered with SAS then this will need to be done before your safety inspection can proceed. The following documentation is required for registering your boat:

R350 (SAS affiliated Club member) R700 (non SAS Affiliated Club member)
Proof of Ownership - Copy of Your I.D and your Club Card

This is not a difficult procedure, but must be completed in order for you to be issued with either a SA number or ZA number if you are a power boat.

With regards to the procedure to be followed on the day, the Durban Marina has put out the following notice:

IS YOUR BOAT LEGAL?

DOES IT HAVE AN APPROVED MARKING?

DOES IT HAVE A CERTIFICATE OF FITNESS?

In 2003, the MERCHANT SHIPPING (SMALL VESSELS SAFETY) REGULATIONS, 2002, was promulgated. Pleasure vessels of 3 metres or more in overall length used solely for sport or recreation, which operate in coastal waters and tidal estuaries are required to be registered in a national register, and to comply with the Regulations.

In November 2003, the application of the Regulations to pleasure vessels was held over for a period of 12 months after the commencement of the Regulations. In November 2004, as there had been some delays on the part of the Authorities and the appointed authorized agencies in preparing for the introduction of the Regulations, they granted a further 12 month grace period to the end of November, 2004. The clock has now ticked down. By the end of November 2004, all pleasure vessels 3 metres or more in LOA: -

Must be registered ("hold an approved mark") and must display its registration number ("the vessel has been marked"); and

No vessel may "go to sea from any place in the Republic, unless there is on board and in force, a valid certificate of fitness." An initial inspection must include a complete examination of the vessel's structure, equipment etc., and a renewal inspection must be carried out at intervals not exceeding 12 months.

These requirements are over and above the need for pleasure craft in Durban Harbour to be registered with the Port Authorities and to possess an annual harbour licence.

South African Sailing (SAS) has been appointed as an authorized agency by S A Maritime Safety Authority, and the Durban Offshore Committee (DOC) has, through SAS, been appointed a certifying authority, and both are authorized to undertake the survey required by the Regulations. Thus, a survey undertaken by a DOC inspector is valid for both the Certificate of Fitness and the annual harbour licence.

Durban Boat Owners Association, Point Yacht Club' and Royal Natal Yacht Club have, in concert with the DOC and SAS, set down Saturday, 20th November, 2004 as the date on which DOC inspectors will carry out the initial inspections and SAS will issue the Certificates of Fitness for members of these clubs. This will enable members to meet the end of November deadline.

HOW TO GO ABOUT IT?

For the initial inspections, there are two parts:

1. Registering your vessel with SAS.
If you have not yet registered your vessel, this must be done at the SAS/Sailing KZN office in the PYC Clubhouse. Please see Sandy or Desiree, who will affect this for you. This can be done before the 20th November, saving you from queuing on the day, and spreading the workload for Sandy and Desiree.

You are required to furnish SAS with the following:
· Proof of ownership, by way of a deed of sale document or a certified affidavit.
· Your I. D, or a copy thereof, or your passport.
· Your current club membership card.
· The prescribed registration fee of R350,00.

Your vessel will then be registered by SAS in your name in the National Register and you will be issued with a Registration Certificate. Keep this Certificate in a safe place and keep a certified copy on board your vessel.

At the same time, you may also pay for the initial inspection. The inspection fees are:

6 metres/LOA R171,00
6 - 9 metres LOA R256,50
9 - 12 metres/LOA R370,50
12 - 15 metres/LOA R467,40
15 metres/LOA R558,60

SAS will furnish you with:
· A receipt as proof you have paid the Inspection Fee.
· Port Authority "Registration Form - Craft Bay Licence" (Bay Licence Form)
· A booklet titled "Regulations for Pleasure Craft proceeding to Sea" (the Booklet) which lists the safety requirements. Check your vessel against this list before the 20th November.

Please have all these documents with you on the day of the inspection.

On Saturday, 20th November, set your boat out prior to requesting an inspection. Ensure that your ship's papers, radio licence and all certificates, together with all equipment, are on board and accessible, lay the safety items out in the saloon, have the engine ready to be started, and ensure that the sea-cocks are accessible.

When the inspector arrives to undertake the inspection, hand him the receipt, the Bay Licence Form, and the Booklet.

Once he has completed the inspection, the safety officer will complete a SAS "Notification of Completion of Survey", and the Port Authority's "Registration Form - Craft Bay Licence". Once the safety officer has signed off these forms, you are required to take the white and yellow copies of the "Notification of Completion" and the "Registration Form" to the SAS office. SAS will retain these documents and issue you with a "Certificate of Fitness" for your vessel. You are required to keep this Certificate, or a certified copy thereof, on board your vessel.

SAS will forward the Harbour Licence Application form to your club, who will retain it until March 2005 when harbour licences are due.

Registration Fees: Please note that only cash and cheques are accepted at the SAS office. There are no credit card facilities or club account charges available.
