NOTICE OF REGATTA
The 2003 Kwazulu Natal Provincial Championships for the Halcat Class will be held at the Island Sailing Club on the 5th & 6th April 2003
THE ORGANISING AUTHORITY
The regatta is organised by the Island Sailing Club under the auspices of the Sailing KZN.
RULES
The regatta will be governed by the 2001/2004 Racing Rules of Sailing (RRS), the prescriptions of South African Sailing (SAS), the Bylaws and Rules of Sailing KZN, the relevant Class Rules, and the Sailing Instructions.
ADVERTISING
The regatta is classified Category C in terms of RRS Appendix 1, Regulation 20.
CLASSES
The regatta is only open to Halcat Class yachts which hold a valid Measurement/Registration Certificate.
ELIGIBILITY
The skipper and crew of each competing boat shall be a member in good standing of a SAS affiliated club.
Skippers & crew will be required to pay the prescribed fee and register with the newly formed Halcat Class association upon registration.
ENTRIES:
The regatta entry fee is R100.00 payable to the Island Sailing Club.
Entries shall be submitted on the official Entry Form obtainable from the Island Sailing Club, the Class Secretary or the Sailing KZN office in the Point Yacht Club (P.O. Box 2224, DURBAN 4000).
Entries accompanied by the required entry fees must be submitted to the Island SailingClub by 09.00 Saturday 5th April 2003.
REGISTRATION
Registration shall take place at the Race Office in the Island Sailing Club between 08h00 and 09h0 on 5th April 2003.
MEASUREMENT CERTIFICATES
Each competing yacht shall hold a valid class measurement or registration certificate issued or accepted by SA Sailing the number of which shall be stated on the entry form. A copy of the certificate shall be submitted with the entry form and the original thereof shall be available for inspection at Registration.
PROVINCIAL CHAMPIONSHIP REQUIREMENTS
A minimum of TEN valid entries received one hour before the scheduled starting time of the first race, at least TEN finishers in any ONE race of the series and at least FOUR races completed will be required for the event in the class to qualify as a Provincial Championship.
SAILING INSTRUCTIONS
Sailing instructions will be issued to all competitors upon registration.
SCRUTINY of EQUIPMENT
All yachts competing in the Provincial Class Championships shall, if requested, be made available for scrutiny by official Class measurers for compliance with the Class Rules.
SAILING AREA & COURSES
The regatta will be sailed in Durban Harbour on Olympic and/or windward leeward courses.
STARTING TIMES & RACE SCHEDULE
The first race will not start before 10h00 on 5th April 2003 and no race will start after 14h00 on the 6th April 2003. The starting times and schedule of races will be published in the Sailing Instructions.
SIX races are scheduled for the regatta and a minimum of FOUR races must be completed to qualify as a Championship.
SCORING
The "Low Points" scoring system RRS Appendix A4 will apply.
If FOUR or more races are completed, a yachts worst result will be discarded.
If SIX or more races are completed, a yachts two worst results will be discarded.
PRIZES
Sailing KZN Gold, Silver and Bronze medals will be awarded to the skipper and each member of the crew, in terms of the Bylaws & Rules of Sailing KZN.
LIABILITY :
The attention of all competitors is drawn to the fact that participation in the contest is entirely at their own risk and no responsibility for damage or injury resulting therefrom will rest with the organising authority, the Class Association, the host club or any other person connected with the running of the regatta.
HARBOUR REGULATIONS :
The attention of competitors is directed to the Harbour Regulations which must not be infringed.
