DURBAN TO RICHARDS BAY
1.1 The Race shall be
governed by the 2001/2004 Racing Rules of Sailing (RRS), the current
prescriptions of SAS, all relevant Class Rules (where applicable), the Notice
of Race and these Sailing Instructions; Except that between 19H00 hours and
05H30 hours the International Regulations for Preventing Collisions at Sea will
replace the rules of RRS Part 2. Specific attention is drawn to RRS Fundamental
Rule 4, which states: A boat is solely responsible for deciding whether or not
to start or to continue racing.
2.1 Notices to competitors before the start will be placed on the
official Notice Board located in the foyer of the Point Yacht Club. And faxed
to ZYC ASAP. Notices to competitors after the finish will be placed on the
notice board in the Zululand Yacht Club.
3.1 Changes to the Sailing Instructions will be posted on the
Official Notice Board before 17:00 on Friday 14th MARCH 2003.
4.1 The position of the start line shall be in the area off
Addington Beach, adjacent to the end of Vetch’s Pier.
4.2
The start line shall be between the mast displaying an Orange flag on
the committee boat at the Starboard end, and a red mark at the Port end.
4.3
All classes will start together and the Warning Signal will be made at
17.55HRS on Friday the 14th MARCH 2003.
4.4
The race will be started in accordance with Rule 26 in the Racing Rules
of Sailing. The starting sequence will be as follows:

5.1 Should an individual recall be signaled the Race Officer will
broadcast the sail number of the offending yacht or yachts on VHF Channel 06.
Having done this the Race Officer will stand by on VHF Channel 06 until 18.30
during which time yachts may confirm the sail number of the offending yacht or
yachts. Failure to receive this broadcast or to make contact with the Race
Officer after the start will not be accepted as grounds for redress.
6.1
The Finish Line shall be an
imaginary line between the light on the end of the South breakwater at the
entrance to Richards Bay harbor on the Port end and the nearby yellow “wave
rider buoy” situated 0,78 NM from South Breakwater, bearing 140deg. Magnetic
from South Breakwater. The co-ordinates of the wave rider bouy are 028deg
49’,51 S and 032 deg 06’,42 E
6.2
All yachts will clear their
entry to the Port of Richards Bay by calling Richards Bay Port Control on VHF
Channel 16 before entering the harbor entrance area.
6.3
All competitors are required to record their finishing time (South
African Standard Time) and, if known, the names of the yachts finishing
immediately ahead of and behind them on the Declaration Form, which will be
posted on the Notice Board at the Zululand Yacht Club. The finishing time shall
be validated with the skipper’s signature and shall be countersigned by one of
the crew aboard that yacht.
7.1 The cut-off time, by when competitors in all divisions must
have crossed the finish line in order to be classified as official finishers,
will be 18.00 HRS on Saturday 15th MARCH 2003.
8.1 All
protests must be written on the official form, available from the Race
Secretary at the Race Office. These will be lodged with the Race Office no
later than two and a half hours after the finish time of the protesting yacht.
8.2 Protest
meeting times will be posted on the Official Notice Board at the Zululand Yacht
Club.
9.1
The Low Points
scoring system RRS Appendix A4 will be used in all classes.
9.2
IRC handicaps
will be those appearing on the IRC certificate lodged with the entry.
9.3
PHRF handicaps
will be determined by the Race Committee and will be published on the Official
Notice board by 08.00HRS on Thursday 13th MARCH 2003.
9.4
One Design
classes will be level rated.
10.1
A yacht, which
commits any of the following infringements, shall have her elapsed time
increased by 0.25%:

Failure to
return to the start correctly after starting prematurely.
·
Failure to
submit the Declaration form within the required time period.
10.2 RRS 44.2 will apply for the period of the
start, until fifteen minutes after the starting gun. Thereafter, RRS 44.3 will
apply for breaking a rule of RRS Part 2.
11.1 No Yacht will be allowed to start the race if they have not
handed in the
Completed entry
form to the race secretary- at PYC. or
to the race officer at the compulsory briefing at 17.00 hrs on Friday 14th
MARCH 2003.

10.2
It is the Skippers responsibility to file his own Flight Plans with the
Port Authorities
at Durban and at Richards Bay.
11 DECLARATION
11.1 The Declaration Form, which is posted on
the Notice Board at ZLYC, must be completed within two and half-hours of the
yacht finishing the race.
12 RETIREMENT
12.1 Yachts retiring from the race and rerouting will notify the Race
Committee as soon as possible. - Call to all Competitors on CH 16 –(message on
CH 6) or

13.1 The wreckage of the
“Petinga” is located approximately 9.4 N.M. South of the South breakwater at
Richards Bay and approximately 4.8 N.M. off the beach. The wreck is marked by a
flashing buoy. The chart SAN 133 shows the light buoy in the position
23deg.02.06min.East & 28deg.58.00min.South.
14 COMMUNICATIONS
14.1 All yachts are required to keep a listening watch on VHF Ch 16
for the duration of the race. However communications with the Bridge Boat must
take place on Ch 06.
15 PRIZEGIVING
, 15.2 The Blue Water Challenge prize giving will be announced by
Sailing KZN.
