THE DAVE ROBERTS RACE
(Scoring for the Sailing KZN Blue Water Challenge)

REVISED NOTICE OF RACE - see # 3 CLASSES

1 ORGANISING AUTHORITY
1.1 The Race is organized by the Point Yacht Club in conjunction with the Zululand Yacht Club and is sailed under the auspices of Sailing KZN

2 RULES
2.1 The Race shall be governed by the 2001/2004 Racing Rules of Sailing (RRS), the current prescriptions of SAS, all relevant Class Rules (where applicable), this Notice of Race and the Sailing Instructions; Except that between 19h00 hours and 05h30 hours the International Regulations for Preventing Collisions at Sea will replace the rules of RRS Part 2. Specific attention is drawn to RRS Fundamental Rule 4, which states: A boat is solely responsible for deciding whether or not to start or to continue racing.

2.2 The race shall be a category C event in terms of RRS Appendix 1, Regulation 20.

3 CLASSES
3.1 The event is open to all mono and multihull yachts with SA Sailing Category 1 clearance. Category 2 yachts may enter, however they must upgrade certain items of safety equipment for the duration of the event.

Note - they may be borrowed or hired.

Must have liferaft rated for number of crew, complete with copy of valid certificate of service
Two additional red parachute flares ( 6 total)
One additional orange smoke floats (2 total)
Two additional white hand held flares ( 4 total)
One safety harness for each crewmember
Grab bag to E pack standard in watertight container
At least one GPS unit
They must also complete declaration included on entry form.

3.2 There will be separate classes for IRC rated boats, PHRF handicapped boats, and One-Design classes, all subject to a minimum of four entries in each class. Should there be less than four entries in the IRC or One-Design classes, those entries will be scored in the PHRF class.

3.3 PHRF Handicaps will be determined by the PYC Race Committee.

3.4 ONLY IRC CLASSES ARE ELLIGIBLE FOR THE SAILING KZN BLUE WATER CHALLENGE.

4 ELIGIBILITY
4.1 All skippers shall be members in good standing of a SA Sailing affiliated Yacht Club and shall have the minimum qualification of a SA Sailing Coastal Skippers Certificate or approved equivalent.

5 ENTRIES
There shall be an entry fee of R30.00
Entries shall be submitted to the Sailing Secretary at the Point Yacht Club, on the prescribed entry form and shall be accompanied by copies of the following documents. (Fax copies will be accepted)
Port Authority form HPC 2/9/4 (Flight plan)
Crew List AND Indemnity -Signed by all members of crew
The yachts offshore clearance certificate or letter of confirmation.
Copy of The yachts current harbor license disk
The skippers SAS certificate (min coastal skipper) Or Approval from Offshore Sailing Committee for D.O.C. Plus Experience. IRC RATING CERTIFICATE if applicable

6 BRIEFING & REGISTRATION
6.1 Registration will take place at a compulsory briefing in the wardroom of the Point Yacht Club at 17:00 on Friday the 14th of MARCH 2003.

7 SAILING INSTRUCTIONS
7.1 Sailing Instructions will be issued on receipt of entries or at registration.

8 THE COURSE
8.1 The Course shall be from the Start at 18.00 HRS on Friday 14th MARCH off Addington beach to the Finish in the entrance to Richards Bay harbor.

9 TIME LIMIT
9.1 The cut-off time, by when competitors in all classes must have crossed the finish line in order to be classified as official finishers, will be 18.00 hrs on Saturday 15th MARCH 2003.

10 PRIZEGIVING
10.1 The Prize Giving will take place at the Annual Point Yacht Club Prize giving in August 2003. The Blue Water Series prize giving will be announced by Sailing KZN.

11 LIABILITY
11.1 The skipper and every crewmember will be required to sign the Indemnity form provided.

12 MOORINGS
12.1 All visiting yachts will be provided with temporary moorings at the Durban Marina or the Zululand Yacht Club free of charge.
