THE DURBAN OFF-SHORE CHALLENGE
Incorporating
MIRROR & LASER YOUTH CLASS PROVINCIAL CHAMPIONSHIPS 2002/03
and
OPTIMIST AND OPEN CLASS DINGHIES
TO BE HELD AT THE POINT YACHT CLUB - BEACH SITE (VETCHIE'S PIER)
From 28th June to 2nd July 2003

1. NOTICE OF RACE
Notice is hereby given that the above sailing event is scheduled to take place at the PYC Beach Site (Vetchie's) from the 28th June to 2nd July, both dates inclusive, and race entries are invited in terms of this Notice.

On Saturday 28th June, rescue craft will be provided for optional tune-up practice.

2. ORGANISING AUTHORITY
The regatta is organized by the Point Yacht Club under the authority and sanction of Sailing KZN.

3. CLASSES
Provincial Championship Classes : Mirror & Laser Youth (4.7, Radial & Full Rig)
Other Classes : Optimist & Dinghy Open Class.

4. RULES
The Regatta will be governed by the Rules as defined in the Racing Rules of Sailing (RRS) for 2001- 2004 of the International Sailing Association Federation (ISAF) subject to any changes made in terms of this Notice.
The Championship requirements of Sailing KZN.
The Class Rules of all competing classes, subject to changes made in terms of this Notice.
This Notice of Race and the Sailing Instructions and any amendments thereto.

Where relevant, precedence shall be in the reverse order of the above listing.

5. RULE CHANGES
The RRS will be changed as follows, in terms of rule 86.
Rule 44.2 is changed so that all reference to '720deg' turns is replaced by '360deg turns'.

6. ADVERTISING
Category C will apply in terms of the ISAF advertising code RRS Appendix 1 Regulation 20.
The event sponsors are to be advised at the opening and they may require advertising material to be displayed on competing yachts in accordance with RRS Appendix 1 sub regulation 20.3.1(d)(i).

7. ELIGIBILITY
Competitors in the Championship classes shall comply with RRS Appendix 2 regulation 21, which requires that the helmsman and all other crew shall be members in good standing of a yacht club affiliated to and in good standing with South African Sailing (SAS). The name of the Yacht Club shall be stated on the Entry Form, and current valid club membership cards must be presented at Registration.

The Helmsman of a yacht entered in the regatta shall be a member in good standing of the appropriate Class Association.

8. MEASUREMENT CERTIFICATES
Each competing yacht in the Championship Classes, shall hold a valid class measurement or registration certificate issued or accepted by SAS, the number of which shall be stated on the entry form. A copy of the certificate shall be submitted with the entry form and the original thereof shall be available for inspection at Registration.

9. ENTRIES
Entries shall be submitted on the Entry Form attached to this Notice of Race accompanied by the Entry Fee together with copies of the appropriate registration certificates, to the Race Secretary at registration at PYC Beach (Vetchie's Pier)

Entry forms must be countersigned by a parent or guardian if the competitor is under the age of 18 years on the first day of the regatta.

The Entry Fee for double-handed dinghies is R150.00 and single-handed dinghies is R100. Entries will be accepted at registration at the venue.

Although no provision has been made for pre-entry payments, please could you advise the Regatta Secretary (Debbie McNeill) by phone, fax or e-mail, of your anticipated participation. This is purely for the purpose of catering and the organisation of rescue crafts.

10. SCRUTINY of EQUIPMENT
All yachts competing in the Provincial Class Championships shall, if requested, be made available for scrutiny by official Class measurers for compliance with the Class Rules.

11. REGISTRATION.
Entries shall be confirmed by registration with the regatta secretary at the PYC Beach Site (Vetchies Pier) Clubhouse between 15h00 and 17h00 on Saturday 28th June and from 09h00 and 11h30 on Sunday 29th June 2003 at which time entries will close.

12. SAILING INSTRUCTIONS.
Sailing Instructions will be available from the regatta secretary at registration.

13. PROVINCIAL CHAMPIONSHIP REQUIREMENTS
Mirrors & Lasers
A minimum of ten valid entries, per class, received two hours before the scheduled starting time of the first race, at least six finishers in any one race, per class, of the series and at least four races completed per class will be required for the event in the class to qualify as a Provincial Championship.

14. SCHEDULE OF RACING
The following races are scheduled on a Triangle and Windward/Leeward course, Offshore Durban between Vetchie's Pier and Addington Beach
Saturday 28th June : Optional Sailing Practice for all racing classes. ( From 10h00 to 16h00 )
Sunday 29th June : The first race of the regatta. ( Start 13h00 )
TWO races are scheduled for Sunday 29th and FOUR races per day from Monday 30th to Wednesday 2nd subject to change in terms of the sailing instructions and no race will be started after 14h00 on the last scheduled day of racing.
A maximum of FOURTEEN races are scheduled

15. SAFETY EQUIPMENT.
All competing yachts shall comply with their class buoyancy and safety requirements.
In addition, each OPTIMIST shall have on board a paddle with a blade area of not less than 0.025 square meters. This paddle shall be secured to the boat by means of a lanyard.

16. SCORING.
The 'Low Points' scoring system RRS Appendix A4 will be used in all classes.
A minimum of FOUR races shall be completed.
If four races are completed, all race results will count.
If FIVE or more races are completed, ONE race result shall be discarded for every five races completed.

17.PRIZES, AWARDS & PRIZE GIVING.
The Provincial Trophies and/or other trophies will be awarded to the overall winners in each class or division.

Sailing KZN medals will be presented to competitors in accordance with the Sailing KZN requirements for Provincial Championships in accordance with the following table and subject to the classes qualifying for Provincial Championship status:

Yachts finishing at least 1 race Medal
Minimum 10 Gold and Silver
11 or more Gold, Silver and Bronze

Other prizes may be awarded.

18. LIABILITY
Participation in this event is entirely at the risk of competitors and no responsibility for damage or injury resulting therefrom will rest with the organising authority, class associations, or any persons concerned with the conduct of the regatta.

19. GENERAL INFORMATION
Sunday Evening Opening will be a spit braai and salad buffet. (Included in entry for competitors)
The entry for competitors will also include -
· Evening meals from Sunday 29 June to Wednesday 2 July.
· Lucky draw with excellent prizes each night.

Meals and refreshments will be available for family / friends etc throughout the day at club prices.

This is going to be a bumper regatta, so dust off the cobwebs and join us for some good sailing and great fun in sunny Durban.
